Ondemand, by Qualcomm, is generally a good balance between battery and performance for me.
Interactive is pretty nice, but very battery draining when you are a user with high SOT, like people that use Facebook or Twitter too much.
Qualcomm does a very good job both on governors and hotplugs.
Regarding I/O scheduler, I prefer CFQ, but Zen is pretty good.

Would you please talk a bit more about the difference between dynamic frequency scaling used in ARM processors and SpeedStep used in Intel Atom Z series used in some smartphones such as the zenfones as they are more power hungry. Does it mean Intel failed to deliver good scaling?

You can just add a energy generater/or to add more power on a existing input power this will help the components get more power without complications.
